The next
meeting of the Association’s Council will take place in Dakar, Senegal, the
week of 7 November. This will be the first in-person Council meeting in
three years: Yes, we are beginning to see the end of the two-year tunnel of
endless online meetings, and are starting to resume face-to-face discussions, which
are so much more fruitful.
In order to
prepare for that important event, Mr Mamoudou Alassane Camara, First Delegate for
Senegal and Member of the Executive Committee, had invited me to come and visit
facilities and discuss plans. Coincidentally, ARMFA, the association of African
road funds managers was holding its general assembly in Dakar at the same time

Leipzig (Germany) PIARC met
with partners both in person and online to discuss emerging issues within the
road transport sector as well as the latest news at each PIARC partner organisation. These discussions were very
insightful and will feed into the preparational work of the upcoming Strategic Plan 2024-2027. This time we were honoured to discuss with AfDB, CAF, CEDR, CHTS, EIB, HVT, iRAP, IRF, POLIS Network,
REAAA, TRB, UITP, UNECE and the World Bank. The
Advisory Group meets twice a year, and it is designed to provide an opportunity
for PIARC and its partners to discuss strategic issues, share news and identify
opportunities for collaborations with other organisations that are active

After a long period of
online meetings, TC 2.3 “Freight” held its 5th TC
meeting from May 16 to 19 in Bordeaux (France). TC 2.3 discussed “Truck traffic regulation around Bordeaux”, the
outcome of each of its working groups, its upcoming first seminar in Argentina, and potential
topics for the next cycle. The 6th Committee meeting is
scheduled to take place in Argentina this September. TC 4.2 “Bridges” also met this month in Santiago (Chile). >> Further information

Lina is
seconded from the Swedish Transport administration where she has worked for
five years with planning of transport infrastructure in the Stockholm region. She
also has a background working with international development cooperation and
women's rights. Lina
started working part time with PIARC remotely in September 2022 with promotion
of gender inclusion and diversity. From June, she will succeed Evelina Åkesson and
work full time with PIARC where she will also take on the work with strategic
partnerships. Based in Paris, her main responsibilities will be to maintain and develop

In partnership with the Transformative Urban Mobility
Initiative (TUMI). Caroline Evans, Chair of PIARC TC 1.4 "Climate Change and Resilience of Road Networks" contributed to the established Project Advisory Group. Additionally, President Nazir Alli participated to the foreword. This policy guide provides background and context on the
problem and practical steps to develop, prepare and implement adaptation plans
for transport resilience to climate change. Its information is based on
findings in a recent State of Knowledge report on Adaptation for Transport
Resilience in Low-Income Countries in Africa and South Asia, and as such, it is
targeted at policymakers in these regions. Nevertheless, this guidance should

Following the practice of PIARC, the National
Road Congress organised by the Romanian National Committee of PIARC is held every four years, aiming to facilitate the exchange of new ideas, of technological developments and know-how between contractors, consulting and design engineers, academic and research communities, government, as well
as public and private agencies involved in the design, construction, maintenance of lasting roads and bridges in the country. The call for papers is open until 1st July 2022.
