Year 2023 promises to be very rich in developments. In October we will hold our XXVII World Road Congress. The first Congress delegates have already registered to take advantage of the early bird rate, and authors are finalising the submission of their papers. With nearly 40 varied sessions presenting PIARC's work over the past four years, achievements of our partners, papers from our international call for papers, and numerous national pavilions and other exhibitors, Prague will definitely be the place to be from 2 to 6 October. >> Read the full editorial

International Workshop on Underwater Tunnels
27 January, Bilbao (Spain) PIARC, in cooperation with the Administration of Bizkaia, organised an international workshop on underwater tunnels. The two most commonly used construction techniques were presented: immersed tunnels, whose sections are built out of the water and sink into the river or seabed, and tunnels built in the ground underwater. In addition to construction techniques, the specific operational and safety features of underwater tunnels were also discussed, including the management of water infiltration and contractual aspects. Examples from Istanbul, Antwerp, the Netherlands and Norway were presented to provide a framework for the underwater tunnel being designed in Bilbao, where work is expected to start in 2024. The Bilbao project was explained in detail, including aspects of urban inclusion, public transport, cycling and walking.

Great success for our bridge seminar in Tunisia

February, Tunisia (Tunis) The
Tunisian Road Association, the Ministry of Equipment and Housing and PIARC International Committee 4.2 successfully organised a seminar on
bridge inspection and rehabilitation techniques in North Africa. It attracted
Tunisian and international experts, for a total of more than 200 participants,
including 25 members of the PIARC Committee from Japan, Austria, France and the
United States, as well as participants from Senegal, Algeria, Morocco, Ivory
Coast, Burkina Faso and Togo. It was therefore a truly global event! The
Minister of Equipment and Housing kindly opened this seminar, which dealt with
subjects such as inspection, control and evaluation systems, or the
rehabilitation of works. The geographical diversity of the cases dealt with
shows that the issues are the same all over the world, which allowed for very
lively exchanges, as the many questions testified. The programme was completed
by a site visit to La Goulette and Korbos.
This very successful seminar testifies to the
quality of the PIARC Committee, as well as to the excellent organisation and
planning skills of our Tunisian colleagues. It also augurs well for future
seminars, such as the one on rural roads and earthworks in May 2023.

PIARC and JBP signed a new Memorandum of Understanding

January, online PIARC has just signed a Memorandum of Understanding
with the Japanese "Japan Bosai Platform" Association, JBP. JBP is an association
ofJapanese companies and private organisations involved in the
development of disaster risk reduction (DRR) technologies and solutions. JBP is
founded on strong support and collaboration with the Japanese government,
academia and the private sector. The purpose of this Memorandum of Understanding is to
formalize the relationship between the two Associations in working with the
Disaster Management Manual developed by PIARC
Technical Committee 1.5 "Disaster Management". The PIARC Disaster
Management Manual provides guidance on effective
strategies and methods for managing various disasters on the road network. It
presents basic concepts and case studies of lessons learned and experiences
gained from putting these concepts into practice. JBP supported the development
of this manual by providing information on new disaster management
technologies.

25-26 January, Bilbao (Spain) All the Chairs and Secretaries of PIARC Technical
Committees and Study Groups met with the Strategic Theme Coordinators and
representatives of the Strategic Plan Commission and the General Secretariat
for the second technical coordination meetings of the 2020-2023
work cycle. These meetings provided an opportunity to evaluate the
progress of the 2020-2023 cycle, to coordinate the preparation of the 27th
World Road Congress, toprepare the upcoming 2024-2027 work cycle and to make progress
on cross-cutting issues such as gender, communication or partnerships with
