International Seminar on Long Road Tunnels

This International Seminar « Long Road Tunnels: challenges for design, construction and operations » was jointly organized by the PIARC National Committee of Chile, i.e. Asociación Chilena de Carreteras y Transporte - ACCT, Chile's National Committee on Tunnels and Underground Space (CTES), the Chilean Ministry of Public Works, division of concessions and public works coordination - MPO-CCOP and Technical Committee TC 3.3 « Road Tunnels Operations » of the World Road Association.

What motivated the international seminar was the commencement of planning for several projects involving long tunnels of great importance at the local, national and regional level and the interest of the local authorities in the exchange of knowledge and experiences regarding the operational aspects for urban long tunnels. Bi-national long tunnel projects across the Andes mountains to connect Argentina and Chile were one of the key interests of the many of the regional participants of the Seminar.
The seminar's opening session was addressed by Mr Ignacio del Rey, Chair of PIARC Technical Committee 3.3 on Road Tunnels Operations, and Mr Laurence Golborne, Minister of Public Works of Chile, which was followed by the inauguration of the Technological Exhibition.
During three days, ten sessions guided the 200 participants through very different subjects. After the first and introductory session, which presented the motivating challenges of the Seminar, detailed solutions and experience for different tunnel typologies (urban tunnels and long tunnels) were presented in sessions II and III.
From this general approach, the following sessions put the focus on the specific topics related to the core issueof the seminar: bi-national tunnels, with case studies and considerations on the strategic issues to be considered when planning such kinds of infrastructure; regulations, which allowed the audience to perceive different approaches to the topic in Chile, Brazil and Europe; new technologies, where design fire criteria or lighting efficiency were presented and, last but not least, ventilation and technological systems.
The second day ended with a specific session on concessions during which national (Costanera Norte and Americo Vespucio) and international case studies were presented.
The third day gave the audience the opportunity to collect experiences on important projects all around the world which were presented in a double session focused on the topic of challenges in tunnel construction. The seminar concluded with the Master Class on the topic of "Modern tunnel planning for roads of the future" which showed the importance of considering operational aspects from the beginning of the planning stages and the challenges of the construction and operation of long road tunnels.
The technical visit, organized on the last day, enabled the participants not only to view the control rooms of San Cristobal and Costanera Norte city tunnels under operation but also to exchange knowledge and experience with the operator's staff.
