This Seminar, organized by the PIARC Technical Committee C4.3, brought together about 60 participants including 45 Cuban delegates and 15 foreign delegates from 14 countries.

Note should be made of the participation, along with specific actions, of high officials of Mongolia and of Congo among the developing countries outside of the Americas.
