Considering that the objective of road safety policy centers on reducing road-based mortality and morbidity rates, policy success is contingent upon mobilizing both human and material resources. These resources remain relatively scarce, and authorities are required to make some hard choices. Not all projects can be backed by governments or agencies assigned to oversee road safety. This hurdle to action affects all countries, regardless of their level of economic development. Low and middle income countries are especially prone to such challenges, given their very limited resource availability and higher rates of mortality and morbidity (WHO, 2015). Prioritizing safety-oriented actions offers a strategic approach to obtaining satisfactory results in the area of road safety.
