Answer these surveys on road safety, disaster management, climate change and earthworks and help PIARC’s Technical Committees with their research!

3rd March 2021

As a part of their work for the 2020-2023 work cycle, Technical Committees 3.1 Road Safety, 1.5 Disaster Management, 1.4 Climate Change and Resilience of Road Networks and 4.3 Earthworks have organised surveys in English, French and Spanish. The research is part of the Technical Committees' work for the 2020-2023 work cycle and will be published in technical reports, which will be presented at the XXVIIth World Road Congress in Prague (2023) or even earlier.

Answer these surveys on road safety, disaster management, climate change and earthworks and help PIARC’s Technical Committees with their research!
  • Survey by Technical Committee 3.1 Road Safety

PIARC’s Road Safety Manual (RSM) is intended to increase safety performance though capacity building in road safety management. The RSM was developed to be a comprehensive and accessible technical document. It highlights the Safe System approach to road safety management and sets out a path for road safety policy makers and practitioners at work in low, middle and high-income countries.

The purpose of this survey is to seek feedback regarding these aspects. Feedback from the survey will then be used to perform gap and needs assessment to assess what new materials would enable a move towards further development and how to increase implementation activities to support take-up and use of the RSM.

The survey is intended to be completed in about one hour, the deadline is 5 March 2021 (new deadline: 31st March 2021)*. Questions can be directed to the General Secretariat in Paris (info@piarc.org).

The survey is available in English, French, and Spanish.

  • Surveys by Technical Committee 1.4 Climate Change and Resilience of Road Networks

PIARC’s TC 1.4 is undertaking a research programme which aims to develop a report on uniform and holistic methodological approaches to climate change and other hazards resilience using international case studies, and is also seeking to update the PIARC International Climate Change Adaptation Framework for Road Infrastructure (developed in previous PIARC cycles).

Please note you are not necessarily expected to present official and formally adopted policy of your organisation. All the ideas and examples shared will be for illustration only and this will be highlighted in a disclaimer in the report.

Completion of the survey should take no more than 10 minutes of your time, the deadline is 31st March 2021*.

Additional files (e.g. reports, papers) containing more detailed information concerning your case study can be sent to PIARC-TC1.4@bast.de. If you have any further questions, you are welcome to contact Beata Krieger (Kriegerb@bast.de) and Lennart Meine (Meine@bast.de).

  • Surveys by Technical Committee 4.3 Earthworks

PIARC’s Technical Committee 4.3 Earthworks organises 2 surveys:

    • Survey number 1 addresses Resilience of Earth Structure after Natural Disasters

The objective is to collect references for the repair of earthworks (excavation, embankment, platform, hydraulic works) following natural hazards that have led to disorders. The road has been affected by these disorders and the manager has had to manage emergency repairs and/or to reinforce after the disorders.

The aim is to collect the history of the work carried out, the difficulties encountered, the lessons learned from these events, the order of magnitude of the repair and study costs.

Once you complete survey 1, please send it to Enrico Mittiga (e.mittiga@stradeanas.it) and Kamel Zaghouani (k.zaghouani@terrasol.com.tn).

    • Survey number 2 tackles Innovations and Unusual Techniques in Earthworks

Any person, company or project owner who has been able to test or develop new tools, new concepts, new methods of work in earthmoving are invited to send us their case. We are looking for the motivations that led to this approach, the difficulties encountered, the organization set up to test, develop or innovate, the time required, and the costs associated with the approach.

    • Click here to download Survey 2 “Innovations and Unusual Techniques in Earthworks”.

Once you complete survey 2, please send it to Alexandra Ferreira (aferreira@ascendi.pt) and Jason Hastings (jason.hastings@delaware.gov).

The surveys are both available in English, French and Spanish. They are to be filled in on a Word document by 17 March 2021*.

If any participants want to upload pictures to illustrate their answers, they are welcome to do so on the Facebook page of TC 4.3, here.

  • Survey by Technical Committee 1.5 Disaster Management

PIARC’s Technical Committee 1.5 Disaster Management is undertaking a research program on Information and communication in disaster management, considering new evolutions such as big data and social networks, and the financial aspect of disaster management. This project involves an international literature review, collection and analysis of case studies and engagement with worldwide road administrations to learn from global experience to promote the sharing of knowledge.

The questions have been split in 3 parts:

    • Section 1 – Basic Information
    • Section 2 - Information and Communication in Disaster Management

To capture the different road related technologies that are used during the disaster / emergency management lifecycle for data collection and analysis, as well as to collect case studies or projects to learn from global experiences whilst sharing best practice across road administrations worldwide.

    • Section 3 - Financial Aspects of Disaster Management

To study effective practices for accelerating disaster recovery from the viewpoint of financial, contract, and procurement systems; then to study financial aspects of disaster management during preparedness, mitigation, response, and recovery phases.

The findings of the program will contribute to providing guidance for the new era of the disaster management. All participants will be notified when those results are available.

This survey is a major contribution to the evidence base, analysis under the research and final recommendations; therefore, it should be completed from the perspective of your entire organization.

Be careful! There are two links, one for sections 1 and 2, and one for sections 1 and 3. To fill in the survey:

The deadline for the survey is 12 March 2021 (new deadline: 31st March 2021)*.

*Responses arriving after these dates may be acceptable, subject to the Committee's ability to take them into account.
