The PIARC Council Meeting in Andorra marked a major turning point with the election of new leaders who will take office on January 1, 2025. Until that date, the current leadership continues to guide the association.

PIARC Council Meeting in Andorra: New Leadership and Key Discussions for 2025

From November 4 to 6, Andorra hosted the PIARC Council meeting, bringing together global representatives to address challenges and opportunities in the road and transport sectors. A key highlight was the election of Emanuela Stocchi (Italy) as the new President of the Association. Starting in January 2025, she will lead the association for a four-year term, supported by Vice Presidents Alexander Walcher (Austria), Dharmananda Sarangi (India), and Mamoudou Alassane Camara (Senegal), as well as the 22 other elected members of the 2025–2028 Executive Committee.

However, until the end of the year, the current leadership team remains in place, with Nazir Alli as President and Vice Presidents Emma Lía Albrieu Cipollina (Argentina), Geoff Allan (Australia), and Mark Henry Rubarenzya (Uganda).

A new representative for PIARC’s National Committees, Aleksandra Skorupska (Poland), was elected by the National Committees and will also take office in January 2025 for the 2025–2028 cycle.

The Council also awarded honorary titles to recognize outstanding contributions to the Association. Henri Chua (United Kingdom), Stephen Fidler (United Kingdom), Lise Fournier (Canada Quebec), and Daniel Russomanno (Argentina) were named Honorary Members, while Claude Van Rooten (Belgium) was designated Honorary President.

More broadly, the Council discussions focused on essential topics such as the Association's objectives and funding. A technical workshop addressed Rapid Impact Assessment, which focuses on efficient data sharing and rapid decision-making after natural or human-made disasters. Experts from Chile, Japan, and the United Kingdom shared examples of best practices for managing emergencies such as floods, earthquakes, and landslides. Case studies from the United States and New Zealand demonstrated that critical assessments can be completed in less than eight hours to accelerate response times. Discussions also covered the multiple uses of Artificial Intelligence in roads and transport.
