The PIARC Strategic Plan 2024 – 2027 has identified reducing greenhouse gases (GHG) from the road sector as a key challenge due to climate change.

It is crucial to plan and design roads that not only reduce their GHG emissions during construction, but also minimize emissions during their maintenance and operation.

A previous PIARC special project (2023) “Carbon Neutrality of the Road Sector” identified both opportunities and barriers for road administrations to reduce GHG emissions. This work led to the establishment of Technical Committee 4.5.

The Working Group 1 subcommittee focuses on decarbonisation in the planning, design, maintenance and operation of road projects in response to climate change.

Who should contribute to this survey?

We expect input from road authorities, road operators, experts, universities and more. Contributing to the survey is a great opportunity for you to share your best practice or showcase your national achievements.

This survey is organized by PIARC Technical Committee 1.5 (Disaster Management) and is part of their work during the 2024-2027 cycle. The survey is available in English, French and Spanish.

Extreme weather events like higher temperatures, heavy rainfall, snowfall, droughts, and forest fires are increasingly becoming more severe and frequent at a global level. The impacts of these events pose significant challenges for road management. Supply chains, efficient logistics infrastructure, primarily roads, are crucial for uninterrupted product delivery. Roads are essential for disaster response, enabling access for rescue operations and emergency supplies. To maintain connectivity amidst disasters, road administrators must enhance resilience in road infrastructures and implement agile management systems capable of swift disaster response. It is also becoming crucial to understand how societies react and adapt to these challenges, and to enhance the social resilience of road users and local communities concerned.

Objective of this survey

The objective is to collect information on current practices and identify common issues and good solutions for disaster management.

About the survey

This survey covers four important topics related to the current disaster management technologies. Each expert is expected to answer all four themes, and some questions may be duplicated across themes. On average, each survey will take about 15 minutes to complete.
