Ce séminaire international était organisé par le Comité technique AIPCR C2.5, Routes rurales et accessibilité, en coopération avec le Gouvernement royal du Cambodge (Ministère du Développement rural).
Vingt-six communications ont été retenues par le comité d'organisation pour présentation et discussion lors du séminaire.
Près de 100 participants assistèrent au séminaire, dont plus de 60 extérieurs au Cambodge.
